RESUMO

O Programa Nacional de Integração da Educação Profissional com a Educação Básica na Modalidade de Educação de Jovens e Adultos (Proeja) pode ser considerado uma política pública educacional, como braço da Educação de Jovens e Adultos, que visa a formação profissional e para o trabalho em nível médio. Assim, a presente pesquisa desenvolve-se com o objetivo de analisar os dispositivos legais a respeito do PROEJA como um instrumento de reconhecimento do direito de jovens e adultos à educação profissional. Para tanto, optou-se por uma pesquisa bibliográfica e documental, de artigos científicos e dispositivos legais nacionais vigentes. Os resultados apontam que a Lei de Diretrizes e Bases e a Constituição Federal de 1988 são os ditames presentes na regulação do Proeja, a qual tem um caráter democrático e implica na redução das desigualdades por meio da equidade do ensino, fomentando a criação de instrumentos formadores, para inclusão dos jovens e adultos no mercado de trabalho. Conclui-se que são necessários investimentos e ampliação de estratégias do PROEJA, para que tal política possa atender às necessidades da população brasileira, com ações conjuntas dos governos federal, estadual e municipal.

ABSTRACT

The National Program for the Integration of Professional Education with Basic Education in the Modality of Youth and Adult Education (Proeja) can be considered an educational public policy, as an arm of Youth and Adult Education, which aims at professional training and for work in middle level. Thus, the present research is developed with the objective of analyzing the legal provisions regarding PROEJA as an instrument of recognition of the right of young people and adults to professional education. For that, we opted for a bibliographical and documental research, of scientific articles and current national legal provisions. The results indicate that the Law of Guidelines and Bases and the Federal Constitution of 1988 are the dictates present in the regulation of Proeja, which has a democratic character and implies the reduction of inequalities through the equity of teaching, encouraging the creation of training instruments , for the inclusion of young people and adults in the labor market. It is concluded that investments and expansion of PROEJA strategies are necessary, so that such a policy can meet the needs of the Brazilian population, with joint actions by the federal, state and municipal governments.
